Our client is seeking a Finance Officer with proven experience in managing finances for national-scale infrastructure projects to ensure robust financial governance, accountability, and efficiency. This role is central to the success of a project of colossal scope and geographical spread, requiring meticulous oversight of budgets, expenditures, and financial reporting across multiple regions. The Finance Officer will be responsible for ensuring sound financial management practices, maintaining strict compliance with national and international standards, and delivering transparent reporting to stakeholders. The ideal candidate will demonstrate the ability to manage complex financial systems, provide accurate and timely analysis to support decision-making, and safeguard accountability across all programme activities. Key Responsibilities:
- Develop and manage programme budgets and forecasts.
- Monitor expenditure and ensure cost control across all centres.
- Oversee financial reporting and compliance with audit standards.
- Manage cash flow and funding disbursements.
- Liaise with auditors and regulatory bodies.
- Oversee financial planning, budgeting, and forecasting for the project across multiple regions.
- Manage project accounts, ensuring compliance with national and international financial regulations.
- Monitor cash flow, expenditure, and financial performance against project milestones.
- Prepare accurate financial reports for senior management, government stakeholders, and funding partners.
- Implement and maintain strong internal controls to safeguard project funds.
- Support procurement processes by reviewing financial aspects of contracts and vendor agreements.
- Liaise with auditors, regulators, and external partners to ensure transparency and accountability.
- Provide financial risk assessments and advise on mitigation strategies.
- Ensure timely disbursement of funds and reconciliation of accounts across geographically dispersed project sites.
- Contribute to strategic decision-making by providing financial insights and scenario analyses.

Qualifications & Experience
- Degree in Accounting, Finance, or related field
- Professional qualification (e.g. CA, ACCA, CIMA) preferred
- 8–12 years’ experience in financial management, preferably in infrastructure or public sector
- Strong awareness of ethical practices in public accounting
- Strong knowledge of project finance, donor-funded projects, and government reporting requirements.
- Proven ability to manage complex budgets and financial systems across multiple sites.
- Excellent analytical, communication, and stakeholder management skills.
- Proficiency in financial software and advanced Excel modeling.
